The United States and South Korea have reached an agreement to overhaul the six-year-old U.S. -Korea Free Trade Agreement, senior administration officials said, confirming an announcement earlier Monday in Seoul.
South Korea agreed to double the import quota for American-made cars meeting United States safety rules to 50,000 per manufacturer each year, up from the current 25,000 units.
Kim said South Korea also won an exemption from increased import tariffs on steel products.
Hence, Trump called KORUS "horrible" and asked the US trade representative to enter into talks with Korea to fix the agreement. Whatever the final details, the currency provisions will not be part of the final trade pact, and there are questions about how it would be enforced. "It will be a product specific quota equivalent to 70 percent of average annual export volume for these steel products, based on a three year average from 2015 - 2017".
"But the result that South Korea would be exempted means that the United States considers South Korea as its main ally and we believe that it would pave the way for good results in future negotiations", the Korea Iron & Steel Association said in a statement.
THE White House late yesterday hailed the successful renegotiation of the US-Korea Free Trade Agreement, which they said expanded US access to the South Korean auto market while limiting US imports of Korean steel and aluminium.
According to the new agreement, South Korea will be subject to a 10 percent tariff on aluminum. China's official news agency said on Thursday that Kim would be willing to give up his nuclear weapons and hold a summit with the US.
But he has given temporary exemptions to Canada, Mexico, Argentina, Australia, Brazil, South Korea and the European Union in view of the ongoing negotiations with these economies.
The agreements in principle were announced Monday just hours after Trump said Friday that the United States was on the verge of revising its trade agreement with South Korea, which took effect in 2012. "I believe this will help Korean firms to trade stably with the US, without concern".
Extension of the phase-out period for United States pickup truck tariffs to 2041 would ensure that USA pickup truck production would not migrate to South Korea as some production moved to Mexico after the North American Free Trade Agreement eliminated the tariff, the officials said.
The U.S. -Korea Free Trade Agreement or KORUS has long vexed U.S. auto and auto parts industry because of caps on American cars sold in Korea and other barriers to entering the market. These premium payments have previously only been available to the South Korean companies.
South Korea also will ease emission standards for American cars shipped from 2021-2025, when the Asian country is due to set new import regulations.
The White House announcement answers some questions members of two major congressional trade committees asked last week about the status of the talks that began in 2017. It will be concluded between the finance authorities of the two countries. "But, again, we said we'd simultaneously negotiate", Mnuchin said on the show. "And we obviously would want to be kept abreast and in the loop as to the changes that are going to be made and as to our consideration as to how it will affect our districts".
"So, South Korea will reduce the amount of steel that they send into the United States as part of this".
